SENER, Masen and the OFPPT sign a partnership agreement to train the future workforce at Noor Ouarzazate II and III29/03/2017 (Morocco)
The Noor solar complex, developed by MASEN with SENER forming part of the construction consortium and providing its technology, was conceived as an integrated project with a lasting socioeconomic impact, and with a strong will to train and develop national technical competencies and to boost local employment.
This resolve has been evident right from the start of construction, thanks to the efforts and synergies developed between Moroccan and international operators. As a result, the industrial integration rate at Noor Ouarzazate II and III (reaching 35 %) surpasses that of Noor Ouarzazate I (30 %), thus benefiting the country’s economy.
During the signing, Anas Raisuni, Country Manager for SENER in Morocco, stated that “The transfer of competencies and know-how has been an important factor in the success of the renewable energy projects we are carrying out in Morocco. This focus is part of SENER’s DNA, as training local communities in the countries where we have operations is an area in which we have extensive experience.”
Meanwhile, Mustapha Bakkoury, Chairman of Masen, chose to underscore the commitment made by Morocco: “The goal for Masen is to develop a bedrock of talent and competencies in the areas where it implements its projects. This partnership with SENER and the OFPPT will enable the training of local people from Ouarzazate, with the objective of them becoming qualified labor who can work at our power plants.”
Also commenting on the new agreement, Larbi Bencheikh, Managing Director of the OFPPT, emphasized the body’s commitment to the development of renewable energies: “This is a new opportunity to use the experience of our institution to the benefit of national and international economic operators. This is the central pillar of our development strategy, a strategy based on listening to the needs of professionals in the sector and the implementation of training that is suited to those needs. This agreement is yet another example of this.”
The agreement signed on March 28, 2017 by SENER, Masen and the OFPPT includes the training needs for the operations phase of the Ouarzazate Noor II and Noor III power plants. It is expected to boost the skills of local people through the specialized training of around one hundred professionals (selected in coordination with the OFPPT), who mostly come from the Ouarzazate region, where the plants are located. The candidates chosen will undergo a training program lasting approximately three months (starting April 2017), after which they will receive a certificate for their training in CSP (concentrated solar power).
The training, which is scheduled to be given over two periods (April and September), will instruct technicians and operators in relation to the day-to-day operation of the plants.
Furthermore, SENER will select 60 of the trained candidates to join the workforce at the Noor Ouarzazate II and Noor Ouarzazate III facilities.
This initiative also seeks to strengthen the transfer of competencies to local training centers. Accordingly, the OFPPT’s teaching staff will be trained by SENER experts on the different training modules, contributing to the creation of new competencies and encouraging the transfer of knowledge about thermosolar technology.
